Royal New Zealand SPCA soon launching Reveal body cameras
Leading the use of body worn video out in the field, The Royal New Zealand Society for the Protection of Cruelty to Animals (RNZSPCA), have recently purchased Reveal body cameras to protect workers and gather evidence for court.
Monique Hagedoorn, Service Delivery Coordinator for the RNZSPCA explained to us there are 47 centres in NZ. They will begin with 30-35 Reveal cameras distributed among the different centres to be used by the Animal Welfare Inspectors. Once the policy and procedure have been established they are hoping to start using the cameras within the next couple of weeks.
She also explained to us that one of the only other organisations at the moment using body cameras in New Zealand is the Corrections Department. The legal implications for recording in a closed environment are very different to using them out in the field. Therefore since purchasing in December, they’ve had to a take a careful look at the legal implications and have been establishing a policy and procedure based on a UK model, as well as seeking legal advice.
Monique stated the objectives for using the cameras are:
- Evidence-collecting footage which can be used to support cases in court.
- Protection- protecting Inspectors, who often go out by themselves into unknown situations.
- Reduce physical and verbal abuse against Inspectors.
The RNZSCPA have been using the cameras and practicing with them in the Centres during training.
Monique stated “the cameras are very straightforward and easy to use- and I’m not a technical person!” Specific features that were highlighted were stealth mode and the fact you can bookmark what you want by using the mark as evidential button.
DEMS was also a key feature of the Reveal solution. Monique explained that “it’s great at the end of a shift to be able to simply automatically upload the footage onto DEMS and know it’s secure.”
The RNZPCSA have DEMS installed on stand-alone computers to begin with, and will store the footage on the local hard drives. The bigger Centres will aim to have a hybrid network with the bigger aim to eventually have DEMS fully networked across the sites.
Even with limited IT background, workers were able to understand the software straight away, and it has been praised for being very user friendly.
